Since inception, the Association has continued to work in conjunction with the Motor Fuels Industry, EPA and various trade groups/stakeholders to develop and implement additional motor fuel compliance programs to meet our Members and other Program Participants obligations under various Federal and State regulations. Our compliance programs include both Gasoline and Diesel.

The RFG Survey Association Inc. (RFGSA) was the result of the initial collaboration of the American Petroleum Institute (API) and American Fuel & Petrochemical Manufacturers (AFPM) formerly (NPRA) member companies and the Environmental Protection Agency (EPA) to determine if the motor fuels industry could develop and implement industry compliance programs to meet the requirements outlined in the Clean Air Act Amendments (CAAA).

The RFG Survey Association is an independently operated not-for-profit industry trade association (501(c)(6) under U.S. tax code.
Services
This is your option; but in the Introduction package provided each facility at the time of sampling, the respective governmental environmental agency provides a letter requesting your participation in the survey.
In most cases a refusal to participate in the survey is a violation of the applicable regulations.
You may incur additional costs if you choose this option.
If you choose not to participate, the Federal or State agency and your fuel manufacturer/supplier will be notified immediately of your option not to participate in the sampling event and will follow-up with you directly concerning your refusal.
Southwest Research Institute (SwRI) and Camin Cargo Control (CCC) have been contracted by RFGSA for these programs.
They will observe; procure and test fuel samples from the various programs in accordance with regulations.
The individuals at your site are RFGSA trained, independent contractors (IC's) or supervisory personnel responsible collecting and shipping the fuel samples back to our laboratories for analysis.
None of our IC's or personnel are employed by nor are they agents of the US Environmental Protection Agency (EPA) or any other governmental environmental enforcement organization.
All survey results are reported to the authorizing governmental agency and the participating company in the specific RFGSA program.
In the event of potential non-compliance (PNC) based on the specific program's guidelines, one or more of the following stakeholders may contact you to resolve the issue: the refiner, your fuel supplier, the authorizing governmental agency and/or the RFG Survey Association.
Retailers may obtain the analytical test results for their retail station by providing the following information on company letterhead; brand and address of station tested, sample ID, grade tested, date of sample collection, name of a contact person with phone number / fax number and e-mail address (required).
The Association on behalf of the fuels industry and program participants will operate two types of voluntary Industry fuel compliance programs.
The National Fuel Sampling Program randomly samples and tests gasoline and diesel fuel at retail service stations throughout the United States and its territories.
The National Sampling and Testing Oversight Program will observe gasoline sampling at refineries, tank farms and marine terminals.
Each participating facility will be observed with certainty each calendar year.
